So, what does it take to build, young people (teenagers), who when they graduate from high school, that they will have the self-discipline needed to be a productive part of our community?

In Basic training, what is it that our Military is doing?
They take a bunch of high school boys. They clean them up and teach them self-discipline. They demand that they practice good life habits: Get out of bed, Practice good personal hygiene, Eat properly, (three meals a day). Take pride in personal appearance and their physical condition.Take pride in their living quarters. Take pride in their work . Learn to work as a team. Many of the young men crave this structure and take to it.

Let start our school day At 7:30 am, the children are already arriving at 7:30 am for pre school daycare so let’s formally start their day beginning with: First Class: Which can be a Home Economics. In this Home Ec, we start our day with a reasonable breakfast, cleaning up from that breakfast, plus good personal hygiene. (Even our elementary school children can master these skills). Starting the day off right is key, being clean and feeling clean is important and leaving one's work area, bedroom or kitchen table clean give one sense of pride. Second Class: might be reading. Third Class: need to be a physical education. Fourth Class: Art Fifth Class: Which can be a Home Ec. In this Home Eck we start with a reasonable Lunch, (a second grader can be taught how to make a peanut butter and jelly or a cheese sandwich), cleaning up is part of the job. Sixth Class: might be Math. Seventh Class: need to be a physical education. (The kids need a lot of physical ed. They need to learn that this is a great outlet for frustrations, learn to work with others, team work, etc. Eight Class: Quiet Time, maybe some home work time. _ Nineth Class: Communication/ group Discussions and Board games Tenth Class: additional subjects

As a small employer who business is based in a large city I have had significant difficulty in finding good local help in Baltimore. I suspect Baltimore is not different that many other large cities.
Hence our problem with our lack of manufacturer is compounded by the fact that we don’t have sufficient human resource to fill those positions.
And how much will this cost?
Well since we are already providing, before-school daycare, after school day care and free breakfast and free lunch in some of these school districts, therefore we would be reallocating resources for the most part, but yes there would be an increase in expense. I believe this program should be tried, especially in those areas where these services already exist.
